Step 1: Submit marriage registration
– Those applying for marriage registration submit their applications directly to the People’s Committee at the jurisdiction level (a male or female party can submit an application directly without needing the written permission of the other party) .

Marriage registration documents must be verified and clarified by the Ministry of Justice in coordination with relevant agencies.

Step 3: Issue the marriage certificate
If the documents are found to be valid and the parties are eligible to marry in accordance with the provisions of the Law on Marriage and Family and have not refused to register the marriage in accordance with the provisions, the Ministry of Justice shall report to the President of the Court. The district People’s Committee will consider and decide.
If the Chairman of the People’s Committee agrees to resolve the issue, please sign two original copies of the marriage certificate.
– The Ministry of Justice organizes the awarding of marriage certificates to both male and female parties.
Note: When filing a marriage registration, both the man and the woman must be present at the People’s Committee headquarters, and the civil affairs officer will consult the male and female parties, and if the parties marry voluntarily, The marriage shall be recorded in the marriage register.
The civil affairs officer will instruct the male and female parties to check the marriage certificate and marriage register, and instruct them to sign the marriage registration together with both the male and female parties. Both the male and female parties sign the marriage certificate.
If one or both of the male and female parties are unable to attend to receive the marriage certificate, upon written request, the Department of Justice shall extend the deadline for issuance of the marriage certificate, provided that: shall not exceed 60 days from the date of receipt . If both parties do not receive the marriage certificate after 60 days, the Ministry of Justice shall report to the chairman of the district-level People’s Committee to cancel the signed marriage certificate .
