What is a temporary residence card?

According to Article 3 , Clause 13 of the Law on the Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 , a temporary residence card is a document issued by an immigration agency or an agency under the jurisdiction of the Ministry of Foreign Affairs. Foreigners who are allowed to stay in Vietnam for a certain period of time and have a valid visa.

In this case, a temporary residence card was issued.

The cases in which a temporary residence card will be issued are as follows.

–Case 1 : Foreigners are employees of diplomatic missions, consulates, representative agencies of international organizations of the United Nations, and intergovernmental organizations of Vietnam, their spouses and children under 18 years of age, accompanied by a fixed- term maid . .

In this case, the temporary residence card has the symbol NG3 .

– Case 2: A foreigner enters the country with a visa marked LV1 , LV2 , LS , DT1 , DT2 , DT3 , NN1 , NN2 , DH , PV1 , LD1 , LD2 , TT .

In this case, the temporary residence card has the same mark as the visa mark.

Temporary residence card application documents for foreigners in Vietnam

Documents to apply for a temporary residence card for foreigners in Vietnam include:

–A written request from an institution, organization, or individual conducting an invitation or endorsement process.

– Temporary residence card application form with photo ;

• Temporary residence card application form (Form NA6 )
• Application form for temporary residence card guarantee (Form NA7 )
• Temporary residence card application form for foreigners (Form NA8 )

– Passport ;

– Documents proving the incident in item (2) .

Procedures for issuing temporary residence cards to foreigners in Vietnam

The procedure for issuing a temporary residence card is as follows.

– Foreign embassies, consulates or other competent institutions in Vietnam must submit an application for a temporary residence card with the symbol NG3 to the competent authority of the Ministry of Foreign Affairs.

・The institution, group, or individual directly inviting or guaranteeing will submit the temporary residence card application documents for the foreign national in Case 2 to the Immigration Services Agency where the inviting or guaranteeing institution or group is located. or the individual’s residence is guaranteed.

– Within 5 business days from the date of receipt of the complete application , the competent authority of the Immigration Services Agency or the Ministry of Foreign Affairs shall consider and issue the temporary residence card.

Expiry date of temporary residence card

–If the validity period of the issued temporary residence card is 30 days or more shorter than the remaining validity period of the passport.

–Temporary residence cards with the symbol “ DT1 ” are valid for up to 10 years.

Temporary residence cards with the symbols NG3 , LV1 , LV2 , LS , DT2 , DH are valid for no more than 5 years.

– Temporary residence cards with the symbols NN1 , NN2 , DT3 , TT are valid for up to 3 years.

Temporary residence cards with the symbols LD1 , LD2 , PV1 are valid for up to two years.

– An expired temporary residence card will be considered as a new card.
