What are the application documents for foreigners to permanently reside in Vietnam?
41, Paragraph 1 of the Law on the Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 , it is stipulated as follows :
Procedures for establishing permanent residence
1 Foreign nationals who wish to become permanent residents must complete the procedures at the Immigration Bureau. Records include :
a) Application for permanent residence .
b) judicial records issued by the competent authority of the country of which the person is a national ;
c) A memorandum from the representative body of the country of which the person is a national requesting that the person obtain permanent residence in Vietnam .
d) Certified copy of passport .
d) Documents certifying permanent resident status as stipulated in Article 40 of this Law .
e) Guarantee for foreigners as prescribed in Article 39 , Paragraph 3 of this Law .
four months from the date of receipt of the complete documentation , the Minister of Public Security shall consider and decide on the granting of permanent residence. If it is determined that additional verification is necessary, extensions may be granted, but not for more than two months .
The Immigration Services Agency is responsible for notifying the police station of the province or city directly under the central government in which permanent residence applicants and foreigners apply for permanent residence of the settlement results in writing .

43 of the Law on the Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 , the issuance and renewal of permanent residence cards for foreigners is stipulated as follows :
– Permanent residence card issued by the provincial or municipal police. Permanent residents must go to the police station of their state or centrally controlled city to have their card issued and changed once every 10 years . Records include :
+ Application form for permanent resident card .
+ Permanent residence card .
+ Certified copy of passport (except for stateless persons) .
– If a permanent resident foreigner loses or damages his/her permanent resident card, or if the information on the card changes, he or she must go to the police station of the province or centrally controlled city where he or she resides to have the card reissued. She is a permanent resident. Records include :
+ Permanent resident card reissuance application form .
+ If you lose your permanent resident card or permanent resident card, you will need to report the loss .
+ Certified copy of passport (except for stateless persons) .
+ Documents proving the change of permanent residence card .
– Within 20 days from the date of receipt of the complete application , the police station of the province or central municipality where the foreigner resides permanently must reissue the card.
